A low rate is not a low bill: assessed values in the Greater Toronto Area are several times those in Northern Ontario, so the same rate produces a very different tax. Many of the lowest rates belong to cottage-country townships with high waterfront assessments.

How Ontario property tax works

Your bill is your MPAC assessed value multiplied by a total tax rate. The total rate has up to three pieces: a municipal rate set by your local council, an upper-tier rate if you live in a region or county, and a provincial education rate, which has been 0.153% for residential property for several years. Assessed values have been frozen at January 1, 2016 levels since 2017, and the Province has not announced when the next reassessment will take effect, so rates rather than values have carried almost all of the annual change.

The rates on this site are effective rates: total taxes levied divided by total taxable assessment for the class, taken from each municipality's audited return. They are the best like-for-like comparison across municipalities, and they match the posted by-law rate closely for the residential class. See the methodology.
